Configuring ATM Subinterfaces via SNMP

I have a Cisco 7204 with a few hundred DSL customers that access the Internet using it as a gateway. I'm looking for a better way to manage users on PVCs located in ATM subinterfaces. I would like to be able to integrate this with a custom database solution that we have. We would be able to do this using RADIUS authentication and PPPoE, but this would require reconfiguration of all customer equipment. Recently I started thinking about possibly doing this via SNMP. Unfortunately, I'm not able to find much information on what sort of tasks one can do with SNMP on a Cisco router. I don't know if it is just an information-reporting channel, or if I can actually do configuration tasks using the protocol. The only information I have been able to find on the subject relate to setting up ATM traps when PVCs go up and down. What I would like to be able to do is creating new subinterfaces, adding PVCs, setting VC classes, setting the bridge group for subinterface, and enabling/disabling the subinterfaces. I know this is probably a long shot, but it's the best way I can think of to manage these without resorting to PPPoE or something of that sort.
 
Everything I have ever seen on using SNMP with the interfaces has to do with monitoring changes and things of that nature. Seeing as I don't use SNMP much I could be wrong, but I really do not think you have any way to configure the sub-interface using SNMP.
