Configure Web Page To Always Open With Frame

Our web site has a frame page that is used for menu purposes and as a header. I want this frame to always appear regardless of what page a user is looking at. When a person accesses our web site by typing in the correct URL everything is Ok.

When a user acceses a page on our web site through a search engine and the page is not the index.html page then the frame does not appear.

How can I ensure that the frame page will always appear regardless of how a user enters our site?
 
The easiest way I found to accomplish the feat was to design the top part alone, then save it as a separate HTM and simply add it to the top of every page.
This eliminates the shared top border idea, but will have the same response. Of course if you have a very large number of pages, it can be a problem. For no more than a dozen or so pages, it's simple and relatively fast.
