I have a customer using a Adtran 7100 IP PBX that looking to add an on premise SIP based conference bridge.
Does anyone have any suggestions?

If you're looking for something inexpensive, that in my experience works quite well, go with Asterisk. Doesn't have all the bells and whistles of say the Cisco MeetingPlace Express product, but it works well and supports SIP.

Try the SIPFoundry sipXecs software. It works great. In a few months, it will have DimDim in it as well, so you can do audio and web conferencing. Also, it will have xmpp integrated, so you will have chat incorporated.
