Conditional Formatting and Percentages

I have a conditional format set on about 12 fields that contains percentages. I want the background colour to turn red if a value reaches 20% or above. The format I applied is for any value > 0.2 (which according to my maths understanding is 20 percent) It is not working. Anyone any idea why or had similar issues. The field I am trying to format has a formula in it (ie number/total) I have also tried removing the percentages format on the field and get the same result. It is formatting 0.00014 as red which is not what I want? Help!
