Concurrent users

Please advise what exactly is a concurrent user.
I have about 100 projects in a database that has 4 relational tables. Each Project owner will be updating their own project record twice a week. Is a concurrent user when each owner tries to search/update the same project record at same time?
In my case each user will search/update their own project record but maybe 10 or 20 might be searching/updating their own specific project record at the same time others are searching/updating their project record.

Can Access 2000 handle that?

You are describing 10 to 20 concurrent users. The number of users working on the system at one time.

Do this have something to do with record locking. Two users cannot modify the same record at the same time. Have you seen when you are adding data to the table, the icon at the left changes. This shows the record being editted. From the time you start to modify the data till you jump off the record, the record is locked from other users. The locking schemes are set by you to no locking, lock record, lock table. The errors come when you don't lock the record and two users try to edit it at the same time. Searching has nothing to do with editing records.

Access's official limit of concurrent users is 255 (if I remember correctly). In practice it is significantly fewer than this, but up to 20 shouldn't be a problem if the system is designed reasonably well...

This will be a Cold Fusion front end. If I need to do any locking I assume it will be done on the front end.
Only one user or two users will access their a single project at a time and maybe 10 to 20 will be viewing the data.
