Complexity Policy for Password

I am having problems with users complaining that they cannot change there passwords. The system tells them that they must obay password complexity, however this has not been changed in the domain policies. I have run the secure ISA server from the Features pack 1, does this change the policies else where? Has anyone else had this problem?
