COMPAQ DESKPRO STARTUP PROBLEM

I'm hoping someone else may have seen this and can help quickly. I have a Deskpro EX/P800 that has a problem. When it starts all 3 keyboard lights are flashing. It goes to the normal login screen but the mouse and keyboard are unusable. I know I have seen this problem at least one other time, but cannot find the fix.

Anyone know how to fix this problem?

Has this always been the problem?
Are the devices connected to the proper ports? Have you the correct driverS?

We have tried different keyboards and mice. They are connected to the right port. The problem just started happening today. Was working fine on Friday.
