Comp gets IP, but no Internet

Background info: this computer has been on the internet before, but the customer (running windows XP) reformatted the computer, installed all correct network drivers and such and even gets an IP from insightbb.com. The problem, however, is that you cannot ping any website, nor get on any webpage. Again, there cannot be a virus as it has never actually been connected after complete reformat-install. I have called Insight and they say everything looks fine on their end and he is getting an IP, so theres nothing they could do. I talked on the phone with Dell for 3 hours, but they couldn't help. So, does anyone have any type of suggestion on what to do next? I have connected my computer to his connection and instantly i got a connection, and even tried a third computer with success. But once i put his back on the connection, boom... nothing but an IP. I would really appreciate any solutions or ideas!

You might try disabling the built in firewall.

edfair: a fresh install of windows does not contain a built in firewall.

bcastner: it seems this resolution only works if a virus,etc has corrupted this certain file. The computer has a fresh windows install and has yet to get the internet. Although, it gets an IP from the ISP.


 
Just want to list some key points here so we can help you solve this:

Running Windows XP
Computer Recently Reformatted/Reinstalled
Getting IP address from ISP's DHCP
Cannot ping or visit any website
Other computers on same connection can connect

The only things I can think of off the top of my head would be:

Possibly bad network card

And the others had already been mentioned by edfair and bcastner

As for the firewall, I believe Windows XP automatically enables the firewall on your LAN connection, even after a fresh install. Double check your LAN connection properties to make sure all settings are correct and firewall is disabled.

As bcastner had pointed out, if you can get an IP, but you can't ping or view websites, then it could possibly be a corrupted Winsock layer. I know you said you just reloaded WIndows XP...but there are times where even reloads can sometimes screw up. I would run the program found in his link just to be sure.
