It's best to follow the Readme on the resource cdrom. I find this tool not so user friendly therefor I never use it. I prefer other tools depending on what I need to test. I use it for firewalls only and this says the Readme then:
Server: Testport -server -bindport 1234
Client: Testport -client -srvname <name> -srvport 1234 -bindport 5432
Perhaps you have to change the ports.
Server: Testport -server -bindport 1234
