Comma's and separators in WEBI

We are running BO 2.7.2 on a Windows NT4sp6 server and create full client reports with BO5.1.6 running on Windows NT4sp6 workstation.

When we create a report with the full client the numbers are displayed as followed; 12.454,35. This is the way we like it (we are from the Netherlands). When we publish the report the numbers are displayed as followed: 12,454.35. This is not what we want.

We have tried to run Webiserver with another user in Windows as the administrator has no regional settings. However, this works for five minutes and then it is the wrong format again.
We have changed the Oracle.sbo file, but no success.

Got an idea?
