1: Create a book (File > New > Book...) which will allow you to refer to several Quark files as one unit.
2: View > Thumbnails. Do this with both documents and you'll be able to drag pages from one to the other. You can even drag several pages at once. Just make sure both documents are the same size.
I'd go with the View > Thumbnails option, but be aware that if you have different values assigned to your style sheets and H&Js that it's only going to give you one of them -- could cause reflow.
I've stuff which was at the back jump to the front doing a thumbnail drag.
It works great, and is the only way to combine two files into one, but make sure you check it out.
