Combined Address List - filter on more objects possible?

I have an exchange server which hosts a numnber of business units for an organisation. Two of the business units have requisted their users be combined in a single address list, however I am unable to create a filter wchih will scan on both email addresses - only one email address filter works. How can this be achieved.

I have created a root address list, under which i have created individual address lists for the two business units however a single combined address list is required.
 
I finally worked it out, but thanks to a suggestion by another techie, Mark.
I added all the users from both business units to a single distribution list, AllUsersDL in one of the business unit's OU.
I created an address list of "User, Contacts and Groups" and set the filter to search on "Group Membership" that IS (exactly) defined as CN=AllUsersDL, OU=Groups, OU=Business Unit, DC=DomainName.
