Color line in Report

Yan,
Yes it looks like it. Put a line on your report in the designed and click the format menu item. In the last section there is Foreground color which changes the line color. This would also work for boxes and I expect text as well.

If you want a coloured background to highlight a particular condition - such as a credit note in a list of invoices.
Draw the box, and fill it with the colour of your choosing, get rid of the border and push it to the back of your report - so all the details are in front of it.
Then use it's 'print when' condition to make it appear when the invoice is negative (for example)
