Coldfusion "error establishing socket" message ?

On win2003 when trying to cfquery to database (informix) get the "error establishing socket" message. How do I resolve this ? ODBC datasource tests fine, however when adding the datasource to CF admin it will not verify, just
get "Error" nothing more. Help !
