Coldfusion error: File not found

I need help understanding an error message. Under the folder I have 2 folders. One folder called /prod which is running just fine. I created a new folder called /test under the directory and it does not recognize any coldfusion code. I get the following error when trying to open the page in a browser:

22:01:20.020 - coldfusion.runtime.TemplateNotFoundException - in : line -1
File not found: /test/test2.cfm

I verfied that this coldfusion code does indeed exist on the webserver in this directory. I am using a Windows 2003 server running Coldfusion 6.1.
I am clueless, any ideas?
 
How did you call the test2.cfm?

Assuming that your calling page in in using CFINCLUDE:

<cfinclude template="test/test2.cfm">
 
I am calling test2.cfm directly from the browser.

I found someone with a similar situation (on the Adobe/coldfusion forum) and they said this is a bug with windows/IIS. I rebooted the server and it worked just fine.
