code to control scroll bars on form opening

Is there code that can run when a form opens to force the scroll bars to the top? This is sort of a afterthought to a earlier post about my tabbed form not opening showing the tabs. I suppose the tabbed form is too long but I can't do anything about that. Just want the tabs to show on form opening. I suupose just some code in the form opening property that moves the vertical bar to the top.

As far as I know, there is no property available that lets you control the position of the scroll bars.
