code for Com port redirect over TCP/IP

I would like to know if it's possible to write an easy, small and cheap program that take the data send by an application to comX of a windows PC and redirect that data to an IP address with a port number!!!

Or if there is some shareware/freeware

Any help will be very appreciate!!!
