Is there a tool that takes Cobol structure, analyzes it, and
spits out a report on the length of the structure, as well as the start and end position of each field within the structure?

In COBOL II and COBOL/390, use the compiler option MAP.

search for COBFD.EXE on the web, it is for free and works fine.
