CMS Connection Tabs

I'm using CMS Supervisor Rls 16.2 and have been asked how to give users access to the various tabs that appear under the Connect -> CMS server option.
As it stands I have administrator access but I only have access to CMS Server tab, how do you get access to the other tabs Report Colors, General, Name Format etc.

FYI - the users are looking to gain access to General tab so that they can set a default server for some users.

as soon as someone logs into supervisor then the tabs become available and the CMS Server tab is greyed out.
