Closing Outlook last causes computer to not shut down

Here is a quote from a user on our network about his computer not shutting down:

"EVERYONE ONCE IN A WHILE IT HANGS- IT SEEMS TO HELP IF I CLOSE MY E-MAIL PROGRAM BEFORE ANYTHING ELSE. WHEN I CLOSE THAT ONE LAST, IT ALWAYS HANGS"

I've heard that Office DLL's don't unload immediately after closing an Office program. Could this be the reason Windows hangs at shutdown? <><
