Clients experience slow connection via ISA web publishing

We have an intranet application on Oracle 9ias that is being published by ISA using the web publish function. The clients access the internal app using HTTPS. Generally the appplication works fine. However when we add a rule the application begins to act really slow. We can get round the problem by enabling switching on "Do not cache Encrypted pages" in their internet explorer settings but this is not something we can change across the board as other apps already depend on this not being enabled.

Does anyone have any ideas.
