Client Server between VB and ASP .NET

Hey all,
I'm wondering if it's possible to create a program in VB.NET that would be able to 'talk' to a ASP.NET DLL in a client-server fashion?

Let's say something like an IRC client (written in VB.NET) that would be able to call the ASP.DLL (the server) to communicate with all other 'clients' that are logged into the 'server'?

If something like this IS possible where might I go for more information about how to do something like this?
