Netware has NAL(Novell Application Launcher) to be used to package and
download a local application, and only give users the ability to use
apps given to them by the administrator.
What does the W2k network have to do all this? I remember using SMS in
the past to do some of this.

You could use Group Policy to deploy software to the workstations.
