I want to be able to use client management with cookies and a database. Can I do this without using CF Admin to specify a datasource (such as using queries or stored procs)?

I would let cfadmin set up the database or you can do it manually. You will need the two tables to specify this. Check the documentation. As far as what you are tracking, I am not sure. But what if the client has there cookies off.
