Clicking cancel at security prompts stll grants access

Subject says it all. Basically if a user clicks on a document withing a library that they do not have permissions to access, they will receive the security login prompt, but if they click cancel they are still able to open the document. Why?????

Do you have anonymous access enabled, at either SharePoint or IIS level?
