click to enlarge does not work

Hello,
I have a Windows 98 machine and when I am on an internet site and there is a picture that says click to enlarge and I click it the new little window pops up but no picture inside. It doesn't work on any site. I know this isn't much information to go by but has anyone heard of this?

Did you check for viruses and spyware?
Which browser and which version are you using?

Do you have a pop-up blocker installed?
(If so, might think that it is a spyware pop-up window)
Or:
Do you have macromedia flash installed?
(If not will not show macromedia flash animations)
