Click on "Start" no "shut down" or "logoff"

1 of my users started reporting this from last night. He clicks on "Start" to shut down or log off the windows, and noticed there is no "Shut Down" or "Log Off" buttons. That part of the bar was totally blacked out yesterday and it's totally blue in the same matter.
For now, he's doing ATL-CTL-DEL to log off or to shut down. Does anyone what's causing it and more importantly, how to fix this?

I solved this.
Change the registry key on HKCU\Software\Microsoft\Windows\CurrentVersion
\Policies\Explorer
Data Type: REG_DWORD
Value= "0" >> to enable
"1" >> to disable

Apparently, this registry key has been changed for some reason. Now, my question is: Does a Power User have previledge to change a registry key?
