Clean install Windows 98SE - setup.exe "requires Microsoft Windows"?

After I did all the prep work for Windows98SE clean install, when I type in "setup" at the DOS prompt I keep getting a message "This program requires Microsoft Windows". I've tried using different boot disks, even made one from the Win98SE CD but still getting the same message. When I tried installing Windows ME, "setup.exe" works just fine. I am very confused - any ideas!?
 
The version of WIN98SE you are attempting to install is an upgrade version and thus requires a previous version of windows...like 95 or even 98 (1st edition)......

But I've done a clean install from the same CD before. All it asks is to put in the Win98 or 95 CD so it can confirm its an upgrade...
 
have you tried to boot from that cd......in the bios change the boot sequence to 1)cd-2)floppy-3)HD
