Classic windows theme for every profile

Is there a way of easily making every user profile on a Windows XP PC default to the Windows Classic theme instead of the new XP theme?

At the moment, every time a new user logs onto a XP PC, they get the new XP 'look'. I want the Start menu to look like the older versions of WIndows for everybody.

Is there anyway to force the Classic theme? My NT4 domain system policy seriously locks down the client computer - so much so that they cannot get to the appearance settings.

Sorry, one more thing.

Is there an easy way to ensure that the power saving options are set to 'always on' for all users?

At the moment i'm having to give the user administrative privileges, change the power options and then give them our default privileges. This can be a real pain.
