We have CITRIX running on a 2000 server in a 2000 domain, and we have a terminal licensing server (which is a DC) set up and activated. In Windows 2000 terminal services, you do not need a terminal server license when a 2000 machine (or higher) connects to the terminal server, only older machines, right? So when we try to connect to the CITRIX server with a 2000 machine or an XP Pro machine, it doesn't connect (if attempting to connect, it will bring up a rectangular box saying the the connection failed, and will start counting down from 30 seconds to ask if we want to try to connect again), and in terminal services licensing console it doesn't generate any new "Existing Windows 2000 Licenses". It is inconsistent; we have had other XP machines connect just fine, so what could be the problem?
