I have installed the postsp1 zfd client files. Dynamic local user is working but the Policy packages are not. They work on regular workstations and were working on the citrix server before I was forced to rebuild it. It is not a rights issue to the policy folders.

Citrix and Zenworks 4 - group policies not downloading

After extensive research and bashing my head against the wall I traced the source of the problem.
I found Event 439 in the Application log which indicated that the system was having trouble working with the file c:\winnt\security\spsecupd.sdb. This was related to the remap of drives to M: and N:, allowing citrix to map client drives c: and d: to the connection.
I followed the steps in Microsoft doc Q253111 to generate a new empty database, rebooted, and voila, group policies from zenworks were applying correctly.
While this was specific to Zenworks, it would probably happen in GPO's delivered via Active Directory as well.
