Cisco ubr924 Cable Modem/Router Will not Connect/Work

Hello, I have the Cisco ubr924 Modem/Router and use At&T broadband as my ISP. This is what I have tried: First I called and changed my MAC address to the Cisco MAC since it is not user definable as my Linksys Router is. I then spoofed the MAC on the Linksys to see if it would reconnect using the MAC on the Cisco to ensure connectivity and ensure they did in fact change the Mac address at AT&T. I then disconnected the linksys and cable modem and replaced it with the Cisco unit. I then proceeded to completely reset the unit to defaults using the help on CISCO.com and I then reverified it was at the default settings. (This is the DOCSIS mode). I noticed that the link light would blink like it wasn't connecting. I then got this error constantly in Hyperterminal in the console:

%UBR900-3-RESET_T3_RETRIES_EXHAUSTED

I cannot get past this, I am not technical enough on Cisco system to resolve this issue. If anyone has any ides please help if you can.
