Cisco lockout

We've got a Cisco lockout issue going on here. All telnet sessions are locked and they won't time out. Console is the same, has anyone seen this, dealt with this, if so any help would be appreciated.

The only way around that will be to reload the router and then make sure you have exec-timeout commands on your vty and console sessions.
