Yes, the cell phone number can be dialed without issues from her desk phone.

What type of trunk are you dialing out from? I would debug the gateway the calls go out from and see what the disconnect message is from those cell providers.

At the risk of asking the obvious, is there anything unusual about the 2 cell numbers you can call but cannot CFWD to? Example, are they possibly long distance numbers?

Look at your call routing to determine if calls to all three cell numbers use the same Route List. If they do not, then there is a clue. Check the CSS of your inbound trunks to see if they have the necessary outbound partitions to allow the call to make the trunk-to-trunk interconnect.

Thanks for your help - call forwarding to LOCAL area codes was NOT in partition.
CUCM; Call routing; Class of Control; Calling Search Space,selected CFALL External to see Calling Search Space selected in Selected Partitions. In Partition selected already was 'xxxxx - Local' in another province but not the partition for their city. Highlighted in first partition their city name 'xxxxx -Local' then clicked on down arrow and SAVED.
