Cisco 4006 changes links to trunk on remote switch reboot

I have a cisco 4006 with a SUP II card, running CatOS. This switch has a router/switch card. For some reason when a switch which is connected to the 4006 reboots, the 4006 thinks this link should be a trunk and turns that port into a trunk port, killing the connection to the remote switch. We do not use VTP, so we do not have any switches with trunk ports enabled, can anyone tell me how to prevent this or why this is happening?
 
You have to look at how they are configured , switches like a 2950 are default as dynamic desirable and if your 4006 is either set as desirable or auto then it will create a trunk on it's own , if want the links as non trunk then specifically set the link as " trunk off " mode and it should not create a
trunk , to be safe set both ends as trunk off . This will eliminate any problem of this type.
