My network is setup such that I have several outlying locations that are using Cisco 2621 routers to connect back to one central location. The main connection at each of the outlying locations is through a T1, but with dial-up backup using the AUX port of the router and an external modem. The backup functionality works fine and the modems can dial out as needed.
However, my issue is that I cannot dial-in for remote access through the modem at the majority of my locations, but at two of them I can. For consistancy, I would prefer that every location be the same way.
At the locations where I cannot dial in, I am able to call, have the modem pick up and respond and then it hangs indefinately as if waiting for a response either from my end or the router end. The modem hardware/settings are the same at every location and the setup for the AUX line is basically as shown below for every location:

In truth, the only differences between the different locations is the actual location name and the passwords. I've been through the configurations of the locations that work and those that don't line for line and cannot see what is causing this. This may be a modem issue, but what are the chances that 90% of the modems are bad? Any help or thoughts would be greatly appreciated.
