Cisco 2503 Unknown Password 1

I have a Cisco 2503 router that I need to power up and log in to. I do not know what the initial password or the enable password is and I was wondering:

a. Is there a process for resetting the password?

or

b. Can I rebuild the router with the latest supported IOS version and start from scratch with the rebuilt router?
