Cisco 1700 and video

I have a DSL point to point connection using a 1700 VPN routers. It will stream security video from one site to the next. my question is, once theres activity on the wire the response time say to ping goes from 40ms to 2000-3000ms..if I unplug the camera connections from the device that used to transmit the video the response time goes back to 40ms. what would cause such a slow down? is this normal for streaming video? I did not configure these routers and the guy that did is no longer with the company.

any help would be appreciated.

if you can access the router then check the average bandwidth utilization by "show interface" (really just an average as it's a 5-min average). You can also check the CPU utilization by "show proc cpu".
