Choosing a domain structure

Can anyone advise me what my best choice of domain structure would be. I have 15 divisions throughout the country which I want to take to W2000 advanced server.

I can't decide between one domain using sites, or 15 domains using trust relationships. I would really like to know the pros and cons of both choices.
