Child Domain HELP!!

I have create a child domain, ran domain prep and installed the exchange 2003 system manager. I go through the process of creating a new account in this child domain but no smtp address will appear. I will go into the properties of the account and try to add a new smtp address and receive:

There is no such object on the server.
Facility: Win32
ID no: c0082030
Microsoft Active Directory - Exchange Extension

I have done an extensive google search and I am not running sp1 on any of these servers. If I log onto the child domain with my credentials (root domain) I can create smtp address just fine. I've check the child domain admins permission and all seem fine. I've even ran the MS recommended command line sc.exe utility.

Someone please help me.
 
You need to create a recipient policy with the default e-mail extension you want added for any new accounts.

It's in System Manager. One you have added the policy go into the Recipient Update Service area of Sys Mgr and do a rebuild, that should then stamp the e-mail addresses on new accounts that have been set up with an XC mailbox.
 
I have done that also. I have the RUS pointing to the DC which is also a GC for the child domain and I have a recipient policy filtered by login of the child domain. I have rebuilt it several times. I've checked for dns issues and both machines can resolve short names.... I'm so lost.
