Is there a way to check to see if the user is connecting at 56k or slower? Once checked then take them to the correct page based on their browser speed. I've used check for Flash plug-ins, but most slower users still have Shockwave and end up complaining the site takes too long to load.

Not that I'm aware of.

I know you'll find this hard to believe, but a typical web page (especially main or index pages) should be very small (< 30k or so), with little or no flash. Save the fancy stuff for internal pages and warn your users that they will encounter large files. If not, you will lose most of those low speed browsers.
In addition, navigation done solely with flash or with JavaScript will confuse the search engines and they will be unable to crawl your site.
If this doesn't bother you, do whatever you want.

not worth the effort...give them link and have them decide.
if you choose to 'detect connection speed' you are bound to send, receive and then read those packets of data...
you could experiment with a 'courtesy preloader' to where you can in the middle of loading flash give them the link....something in line of "taking too long?-click here-"

All the best!
