Cheapest way to obtain Windows Media Services x64

I'm running Windows XP Pro x64 and would like to know the cheapest method of obtaining Windows Media Services to unicast stream with.

Im told I need Windows Server 2003 x64 but at nearly $1000 even for the standard edition, it seems a real overkill when Windows Encoder will do the job for free only that it does not have (amongst other things) authentication, which I require

Thanks for any thoughts or suggestions
