Charting Running Totals (Report Footer info)

Before I go into all the details of my report I want to find out if Crystal will allow a user to create a report based on:

Report Footer section: running total (average time)
vs
Date Range Parameter

Neither option appears in Chart Expert as a 'clickable' option.

Forgot to mention, Crystal Reports 9, oracle, SQL.
