Chart value by month, how do you make it recognize "empty" months?

I am trying to chart the amount of time our servers are down per month reporting off of Remedy. My report is set up "Chart values shown: for each month". There are several months when no cases were logged and I want those months to have the value 100. It is ignoring empty months. Do I need to write a formula? I tried setting up selected order groups, and it still ignores "empty" months.
 
Crystal will not create a group unless there is one record for that group. You will need to somehow include some records for each month, even if you have to convert some other unused records to represent that month, and then ignore the values they product.

An alternative is to create a table that has all dates and do an outer join to your rememdy dates, but you would not be able to put any criteria on the outer table, because it would nullify the outer join.

You can also do a conditional total for each month, and then use an advanced chart with all 12 totals, but the field name will show up with an @ sign in the legend.
