Chart Problems: how to chart fields from 2 reports?

Ive created a water sprinkling report that shows all the letters handed out to taxpayers in 2004 for illegal sprinkling. My boss wants to see a chart showing a percentage of the amount of letters to amount of total water services in the city . My problem is : my report only shows the services that have letters.I can add a subreport that shows all the services but how do i creat the chart ?

It's CR 9 version specific, please at least post your software version in your posts.

You may be able to combine these data sets within Crystal by using a View or SP as well, again, this is based on many factors, the basics of which are your version of Crystal, database, etc.

What you could do is use some criterion that picks up all water-users. Use something like a 'Left Outer' to pick up those with a letter about illegal sprinkling. Suppress those who don't have such a letter, wherever just the offenders need to be shown. But you also have the total figure for percentage calculations.
