Changing the Warning banner at login on DSA

How do i change the warning banner on DSA to stat this is a DOD PBX.??

I don't believe you can modify the inital splash screen. If you can, it's probably a custom job from Avaya.

You could enter something into the bulletin board under high priority so that pops up when someone enters via ASA...
