Changing Shell From Explorer.exe to IExplore.exe 1

Im trying to setup a win98 machine so when it starts up it loads Internet Explorer instead of explorer.exe
I have modified the system.ini and changed the SHELL=EXPLORER.EXE to SHELL=c:\program~1\intern~1\iexplore.exe
This works fine, the problem i am having when you close Internet Explorer it doesnt not shutdown or the machine or does not take you back to the logon prompt.
I have seen this done before, if anyone knows how to do this please tell me.

Maybe it can be done by running a batch program :
IEXPLORE.EXE
RUNDLL32.EXE USER,ExitWindows
The RUNDLL32-command can be modified , see Microsoft Article Q234216.
