Changing folder name when folder is open in it

Hi can any one help
I have a networked shared drive. When users try to change the name of a folder and they have a word or excel file open in it won't let them change it until they close the file down. It will let them change it if it is a picture file like a jpeg. Why would this be I can sort of understand why it wouldn’t let you change a folder name if a file is open in it but the fact that it depends which type of file it is confusing me. Any explanations?
 
It depends on the software that you are using Excel will open several temp files in the same dir as the original file, other software may open the file into memory or to a temp folder so it is not holding the original file open.
