Has anyone had any luck in changing the encoding attribute when performing a xml -> xml transformation ?

i.e. .xsl file contains ...
<xsl:output method="xml" encoding="ISO-8859-1" doctype-system="data.dtd" omit-xml-declaration="no" indent="no" />

but, output file produced contains ...
<?xml version="1.0" encoding="utf-8"?>

Thanks
