look at the Win32 and Win32::API modules - they probly have the solution. if not, you may be able to make a 'system' call to the appropriate command and do it that way (sorry, i don't know windows enough to tell you what that is - it'll be whatever the command you would use to do this from a command line). "If you think you're too small to make a difference, try spending a night in a closed tent with a mosquito."
